If rules were private messaged only to a specific user when ever they were broken. Those rules would be constantly broken, am I correct?

I'm making it clear to everyone that messages such as those posted by the user I've quoted can be done via the private messaging function.

When You register it makes it clear enough, Also in about every co2 section it talks about what you should talk about here. your job is just to report people. not tell us what to do.
