Yes they can, if they proof something like used payment methodes etc.

But in the end, don't they send a verification message to the original email or something? If they do, they won't be able to recover it right? I've never done stuff like this. If there is a way to secure the account, I would love to know. Thanks ^^Quote:

only a scammer could answer this :D ,or someone who got scammed by that method but i think it's pretty hard to recover any account without original email (they will ask to provide a lot of old info which is hard to obtain ),however i found out via riot support articles that if same account gets two recovery tickets with same recovery questions answers it gets perma banned
