The design is by Bootstrap. It looks like a self-written page.

Document Information: HTML5 DocType, X-UA-Compatible, Google Chrome IE Frame, Viewport Meta, CSS, Twitter Bootrstrap, Javascript, HTML 5 Speicific Tags
Encoding: UTF-8
It wasn't a sitemaker, should be self-written
