[Area] Thiefs (npc) are not spawning

What defines whether an european or chinese thief spawns at trades? We are stuck at the point that though it's not safe zone, no npc thiefs are spawning. What has to be set to achieve spawning? x)

Not spawing anywhere?

Spawning everywhere except that specific map.

A helpful hint would be about what kind of "specific" map you're talking about.

Regarding to your profile picture -> thieves.
