Smurf with Refs

I bought refs on my new level 6 smurf. Currently it has 30k IP and about 15k RP. What I have in mind was buying a certain champ and sending mystery skins so that I can get the best skins for a cheap price.

What do you think is the most valuable skins I should get?

Most valuable skins from Mystery Gifts? Rare legacy skins (CS Thresh etc) or Ultimate Skins (PF Ez / SG Udyr)

Btw Ur smurf has to be lvl 20 for bein able to gift.

I will be gifting TO him. That's the whole point. CS Thresh is gonna be #1 priority for me. I am not really into the Ultimate Skins, I want valuable skins aren't obtainable through store anymore. I can get all skins from mystery except Achievement skins, Collector’s Edition skins, PAX skins, Rusty Blitzcrank, Urf the Manatee, Championship Riven and Riot Squad Singed.

Per new riot rule Smurf must be level 15 and u can gift 5 gifts per day!

Never heard of this, i don't think u can get Collectors edition skins/ Pax skins or urf ww in mystery gifts..
Otherwise Black Ali and Pax TF are pretty rare.

Seriously, what skins should I try to get now? I am aware I need at least 10 eligible content options before receiving mystery gifts, but at the end it will be cheaper than to buy it directly.

Should I just try to get SG Udyr & PF Ezreal?

Got SG Udyr so far, gonna wait till tomorrow.

you could try to do riven, if champ riven is in there she only has 4 skins including it :)
