Yes, if someone bids more credits than you did, you get 100% refund.
(Not instantly, it comes back to you when the timer for that item has passed (1hour if usual stuff like generators,lf3,b02,etc)

Yes you get it all back if you are outbid. Also if you are premium I believe you get like 5-10% back even when you win (I haven't played in years so this part might be wrong).
