[HELP] PayPal

Hi guys

I was wondering, since i almost never use paypal ..
If my account is not verified [ by bank or smth ] can i receive and send money? Or i can just receive and don't send till i verify my account?

I tried to send money, but it says i need to link a Bank Account first :/
