Of course it's possible, but 99% of those deals are fake...you have to find the right pages there... i dont know about deals with greencards, but with fake driver licenses. people who tested it paid 5000 dollar and did not get anything for that.

Well, it is ofcourse possible, that they are people who offer them and send it to you but chances that you will get scammed and never see your money or the greencard are high. I would not trust someone that I met over the DarkNet.
So I would say it is a scam.
