Both builds do the job, i would say they will both have the same damage, if you want a 8:1~9:1~ full int i would recommend light...if starting from 7:1 i recommend fire.
Some facts:
-Lv 98 light imbue never work in private servers.
-If you will go with fire you really won't be satisfied in damage unless you are atleast 3 gaps (if you are a full farmed trust me you will pwn hardly)
-When you are not farming always the fire imbue is the first piriorty to lvl it up...
Personally: I love the 7:1 with fire and garment, a full int sword and sheild never nuke me one hit and i can nuke him 1 hit if not some stuns and spins he is dead...only the build which may stand infront of a hybrid 7:1 is the warrior which is not in the private servers (Glaviers can be pwned even when you are wearing garments, snow shield ftw).
