You dont even have to pay 30 Dollar. Go on Blackmarket, there are enough people offering fresh level 30 accounts for 12€!

15€! -20€! per new acc there are many people selling. About bot there is always risk how ever i have friends they use bots to lvl up toons and did not get banned yet offcourse you need to use your brain :OP

There is always a risk of getting banned, but the risk is small.
