Union chat bot request

Well I was in a guild before in an old vsro server and I saw something that i'm still searching for until now.In our guild there was a character called UnionChat and whenever you wanted to say something in union chat and u don't have the authority you would write in guild chat !u message . It would copy and paste it automatically in a glimpse to union chat.

Does anyone know where to get the tool from?

hmm never saw a tool or bot for this , but it's possible and easy to be done by c#
