Lies my friend :D Telemachos GEM is +10% speed. if your boat has 1000 speed points, the gem value will be 100 speed points ! :D

lets say i have 799 speed points, with Telemachos i should have +79 speed point add to my 799! that means Telemachos is more better than Mex design, and i dont believe that..BP never make event design better than payment Ones, unless they add more bonus to the payment design.

When the new system is coming can i if i have telemashos and the frensh design move the buffs to another ship and have both speed and 5% more PvP damge ?

No, both gems are special gems and you have only one special slot. So, you should choose one of them.

How much will.cost?

there are two offensive slots. i guess 5% pvp belongs to offensive and not special.
im too lazy to find it now but i remember this....
offensive1,2-->+dmg,+boardbonus,+harpoondmg.
defensive1,2-->-dmg,+vp,+hp,+repair
special-->+ep,+speed and something else

No, PvP damage is special slot , so you don't have to extra speed bonus and PvP damage. You have to chioce
