billing server is dead !

Hello guys ! i installed my server like video guides on web and everthing works fine but shardmanager closes itself in 3 sec. i searched elitepvpers and another forum sites and everybody saying that : check iis settings and dbconnect. i checked and i did it like on guide. here is my dbconnect , shard ini , and error image. check this and help me please. Thank you all for your answers.

Data Source= your sql express
Initial Catalog= your account db name
user ID=sa (if not changed)
password= password for sql

thank you but i got the solution and it was a tiny mistake.

if somebody gets this error use that go server.cfg -> shardmanager-> BILLING_SERVER_URL "yourip:8080" and change it to BILLING_SERVER_URL "http://your ip:8080/" you need http and slashes :D thank you for your answer dude.
