Upgrading or Apis?

I currently have 73k uri stocked up and was wondering what's better?

Upgrading drone during 25% off day? Or saving for apis?

get apis and zeus first, upgrades are when you are full

It depends on how many parts you already got. I myself bought my apis when it was like ~70k uri. So I think you should do gates, gain uridium with that, and buy an apis. With the uridium you have now you can do something else I guess (like upgrading, as you've mentioned) ;)
