Try editing two files ( patch.add and patch.cfg) from the metin2 folder.
patch.add has the "patch.metin2.de" setup.
patch.cfg has this setup here:

On the offical page, there is a sidebar where you can select an other country. This could help you to find out how patch.otherlanguage.com is.
Make sure you run notepad.exe ( or anything like that) with Admin rights and don't forget to save the edited file with the same ending like it was before. Also if you're going to save the edited file, do not save it as .txt ! Save the first file ( patch.add) as patch.add simply, overrite it.
If you have edited patch.add and patch.cfg, you can start metin2launch.exe. Metin2 will start patching and will download files. Wait until it has it work done. So you can start and enjoy metin2 in the other language ( I don't know which one you want)

Alternative way is you download metin2 from the other language website.
Sorry! You only need to edit one file that one file is patch.add
patch.cfg will setup automatically itself. And delete patch.ver at first before editing patch.add
