on vsro isnt posible to get them back. But its possible to add it visual. Use skilleffect.txt and charactervisualdata.txt

Like he said u can manipulate it with visuals, all though it's only look ''pk2 edit sort of'' you still need to equip the cape trough the pvp system while pressing ''A''.
For real oldskool cape system u need other files/client.
