Shaiya Server

i was making my server and i followed the instruction from zero, or whoever made the guide and i came across this problem. whenever i start the services only 1 of the will start(they are random) and then 3 seconds later or not even 3 seconds the become paused again. if you need any information i am willing to give you so u can help me.
