Cabal Permanent Level Change

I joined a long time ago but its my first time here starting a thread. I'm just wondering about the level boosting service some other players offered in Cabal PH from lvl 105-116 and I'm quite shocked from the one who boosted me he's just level 76 (WI) and he already have all skills from transcender skill rank and based on my observation he changed his level from high to 76 because of his weapons and if its right then it makes sense because I experienced being butchered by lvl 109 players from 109 Mwar bracket by using their BM3 and I'm just wondering is that really possible?

Cabal PH has still lots of CR20 hacked accounts. Transcender with low level is no problem.
BM3 skills are possible with Lvl 1, still unpatched on official EP10 servers. So basically, yes it's possible.

Not possible is such thing as permanent level change, as long as you do not have direct database access.
