Changing level cap required an understanding of Intel x86 assembly language.

Use IDA to disassemble the mapUSA.exe file.
Find all locations where the current level cap value is used and note its locations within the executable file.

Use any good binary file editor to change those values found in the dissassembly to your target level cap.

If you do not know how to do this, find a friend that does. This forum is not here to teach you how to reverse engineer compiled programs of binary files.

This is about as much of a 'tutorial' that you will get here.
