SP4 install error

hello guys can sove1 help my with sql problem i had win7 on my pc , and when trying install sp4 got his error after long time waiting :
a service control operation failed fo the mssqlserver service :1460
if some1 know solution pls share it ( sql server 2000 installs without any error just cant install sp4 , and pls tell it is possible to run server without sp4 tnx
