I don't think so let me tell u my case:
Last night one of my driver is at 256 day streak today i open it and found the streak diamond is red at 91 day streak,So today i collected all 15 diamond and nothing happen no TH reward window pop up. its a crazy Bug.

Me too, locked at 19 days, today I have collected the 15 gems there was no Thunt completed window pop up. Only achievements +1, The green streak stayed at 19.
