To answer your question, you have to verify your paypal account with your bank account in order to receive your verified status.

but why i cannot Send money
and my master card Disabled and asking me to send documents and i send it an d still asking me to send it

If you've already verified your bank account, there's obviously something wrong with your banking company. Phone them up and ask them why Paypal isn't allowing you bank account on there
