How can we limit the usage ? And what should we do it ? Example 20bytes or etc...

Not all exploit are fixed by limiting packets. Some exploits are capable of crashing the agentserver if sent only once. i.e. one packet = crash. These packets are the ones responsible for internal server communication (certification etc).
