Not Authorized to create

I have execute the query Monsters.sql but i have the same problem "Not authorized to create." Why i have this error? :/

You must play this SQL.Script in the Database AND you must patch your Monster.sData in the right Folder,
Even if you make it with Shaiya_Make.exe
You must make it so:

Data > Monster > Monster.sData

Patch it and it will work!
