SR_GameServer Failed To Init Local Data

When i start GameServer i get this error :Failed To Init Local Data

I already did this things:
- put all data.pk2 files in Server Files\Data
- i put all with 0 or 1 in RefRegionBindAssocServer

But still getting this error ?

i have the same problem.. its due to data file errors.. what files are you using? what client too
