are they talking about your IP address being registered already if so i dont know of any site that uses ip registration due to ADSL being multiple address vpn will hide all your data regarding the original ip host address, if i were you id click reset password see if its your email thats in their systems i know dedicated server static ips tend to be blocked unless ask for them to be added to their whitelist. but im pretty sure you will find that its the email they have on their files
