A friend told me that there is a program that gives u any skin but u only see them i was searching on google and i found it on this site " [Only registered and activated users can see links. Click Here To Register...]"
is this site safe , does it actually work?

Yeah make sure you download the correct 1 because some of them will cause you problems

Yea it works, there are a lot of skinhack programs

Recomend you to use a program called MKLOL or something like that, It have jungle timer and skins changer. You can search it in Lol/Hacks and Bots forum
