I think about levelng my account (24) but dont know whether i should by a day and win boost

Yeah it's worth. You can combine these boosts for double boost.

day-boost + win-boost = 500+ exp for a normal game on summoners rift
well, requires to win the game, but even without the win, you get around 300 exp.

If you play more than 10 hours I recommend you a Winboost ca. 25 wins and 3 Days ... :D
after 30 - 40 hours playtime you should be lvl 30 i guess

take the boost for 25-30 and you will done after 25 hours i guess

It isn't worth because you need the games and the time to become a good player. What do you want with lvl30, when you can't play?
I would accept this games as "training" for getting better and can play later some ranks.
Thats my opinion :)
With the money of exp-boost, you could buy some skins or runepages.

I would only buy /Day boosts if I were you. Those are a lot better.
And I would say 30-40 hours at max.
