Reset DATABASE

hi I have a question as restart SQL Management Studio Express because I can not press the restart button and I added a portal to map dc and need to do restart database unless Here screen :[Only registered and activated users can see links. Click Here To Register...] !!!!!!!!!!:p
how to fix it?

SQL Server Confirugations Manager > Services > Start MSSQL

i have only SQL Server (SQLEXPRES) and SQL Server Browser:(:/
