Server updated ! (shield regeneration system recoded)

- every 1,5 second if you are not attacked, you regen 8% of your max shield
- after beeing attacked, you have to wait 10 seconds before your shield start regenerating
- added visual effect

Update :

Read Packet improved
Little lag fixed

Soon we will:

Improve the Attack System.
Improve the Anti Pushing System.
Fix the Repair bot.
