There are no tutorials about it because is way easier than setting up a server.. What you have to do ? Download zend community edition .. next next next finish.. navigate to zend\apache2\htdocs put your website there.. config the config.php (most of the cases) with your information about databases/host/ips/titles/etc.. Open ur port 80 (forgot to mention during installation it has to be opened as well, since SRO uses MSSQL I will let you know that MSSQL Reporting Service uses port 80 > you can disable it before you start from Start > "Services") when you are done..

because when i change the 192.X.... to the 178.XXX.XXX.XX IP it doesnt works

i tried to connect the domain with the iis and got this Bad Request - Invalid Hostname

HTTP Error 400. The request hostname is invalid. whats wrong ? must i make something in my router ? because on dns settings there are only other sites not the one now where iam registred i tried noip.com

i get it finally now there is one problem left where is the folder where i must put everything so it can be uploaded to 178.201.XXX.XX:8080 ?

Well if you are using Zend configured with IIS, it should be here C:\inetpub\wwwroot else C:\(program files)\Zend\apache2\htdocs something like this. If you want to have direct access from other users change port 8080 to 80 (IIS binding, or apache listening port in httpd.conf file) and also .. open port 80 so you can access it :)

As i told you , it's something related to xampp , i think it's the function of pdo.mssql or something like that , dun know exactely

Anyway try zend server , it's way better :)

Check if mssql extension is turned on in php.ini. Even on zend by default it's off :)
