What is the difference between an offline PaySafeCard (german for example) and a Greek paysafecard bought in kiosks?

an offline bought psc is a psc bought on a petrol station (offline)
an online bought psc is bought on paysafecard.com or on a other website (online)

It's the worth.
A german psc has a worth of 20 EURO.
And for example a psc, bought in switzerland has a worth of 20 CHF.
