[Problem]Connection refused

Hallo,
Ich habe einen Problem, wenn ich Server starte kommt meldung :

Es kann nicht an der DB liegen, habe die gleiche rein (es ging vorher normal)
und immer noch Connection refused.
Die mysql ist an habe es auch gepr�ft.
