Cant connect with others

Hi, I wanna ask something.. Can someone tell me how to make my server can be logged by everyone? I have succeed to make my own server and it works. I tried it many times but still can't login. When I tried to login at the server pc, it can be logged. But I tried to login using other pc it says "Failed to connect to game server due to server maintenance or network congestion. Please log in later.".. I have the AccountServer, MSG Server and NPC opened and fully function. But I still can't connect to the server with the other pc.. I used my static IP as my server IP..

So, the thing is.. What must I do? What must I choose, Hamachi or what? I want it to be online and can connect with everyone.. Help me.. Thanks,,
