Best skill mods?

Hello

I have some muscle cars for any class now but I wonder what skill mods are the most useful to buy?
I reckon it's perfect start (since it can be maxed out with bought skills) or nitro-mods.

1. 4-star perfect start
2. 3-star nitro power
3. 3-star nitro power (to max the skill)
4. 4-star nitro duration
5. 4-star nitro cooldown

I use this configuration in E-class spec Scirocco. To get those powerful skills buy lots of 60k card packs.
