Because effects are handled on the client's side(apart from the server telling the client player X has Y effect), the only way to reduce/increase looping is to edit the ini files.

that doesnt stop the looping
the packet still sends repeatedly through the source

You're correct, in that some effects are repeatedly sent via the server.
However, each effect in 3DEffect.ini has a value stating how many times to loop that effect, such as something like heavensblessing, it is told to loop only once.
Whereas the 2nd rb vigor is told to loop 9999999 times.
