This is just another hopeless act of JOYMAX to keep the few players who are left on the Servers.
Lets face it, since SBot is out nearly everyone has at least 4~15 Chars.
I bet that every old Server doesnt have more then 200~300 unique players.
300 Unique Players x 4 Chars per Uniuqe Player = 1200 Chars + 2300 Goldbots = 3500 Chars per Server
Makes perfect sense.
New Server probably dont even have 150 unique players.

Problem is goldbots. Ofc servers would still be full if there were no goldbots, but they wouldn't be soo crowded. Instead of having to wait 2-3 hours in the fastest login servers, you would probably wait 30 minutes max. Since goldbots are logged in 24/7, and most players aren't.
