help with patch 5165?

hello. i'm trying to making my own private server using the 5165 source/client
i've downloaded everything i needed to download and the server up, but the problem i'm having is that no one else can join the server but me,everyone who trys get the "server maintenance or network congest,try again later" message what do i need to do,to get it where other people can join? i got everything from this video


i've set up navicat too
any ideas on what i'm missing?

Open your ports, make sure you used your network ip. If using hamachi or something similar, make sure they are connected to your network.
