can't create chars vsro 188

i use sql 2005 when i try to create a char euro or chinese i get this error

on SR_SHARDMANAGER

i have the obcd configurated and are ok the settings

It means you need another SQL version(not 2005)

i already do the same on 2008 and again the same error

the tabe accountjjid can be modified manually also shows the code page 950 error
