[HELP] socket error #10061 connection refused

i have this problem on my launcher and i cant fix it. ive search a solutions for it, but those solution didnt help me.
anybody who has a kind heart that can help me to fix my problem?

This obviously means the launcher has no connection with the host. You need to check your ip and port. Sometimes port 80 is being used already, and it's easier to use port 81. Hint: Don't forget to forward the port that you are using, so incoming connection can connect.
