Its at that sticky thread, where it syas "Webman". You have to click where it says "Elite PVP DK Server Tools" right under webman, by getting your mouse pointer over that text, by moving your mouse with your hand and clicking the left mouse button.
IMPORTANT!
Do not forget to release the left mouse button, or it won't work!

Hm the register page dont work i have do all from video ( from sergcool) and dont work i dont know why doesnt work -_- =(

Use XAMPP , why webman? Its only a Apache Server nothing more.
