NPC.open_shop() Not buying!!

Hi guys,

Code:
quest weaponer begin
	state start begin
		when 9001.chat."Start" begin
			npc.open_shop(11)
			setskin(NOWINDOW)
		end
		when 9001.chat."Level 25" begin
			npc.open_shop(12)
			setskin(NOWINDOW)
		end
		when 9001.chat."Level 45" begin
			npc.open_shop(13)
			setskin(NOWINDOW)
		end
		when 9001.chat."Level 60" begin
			npc.open_shop(14)
			setskin(NOWINDOW)
		end
	end
end
Quest is working but I guess npc.open_shop() is error. And I create a new market but so this is market only shop.table in npc_vnum entered. I buying.

But, npc.open_shop() in my id's, 11,12,13,14 shop.table npc_vnum is zero and item_proto.table gold is true, but gold_buy_price is all values zero.
