Riot has announced that you can obtain all of the Season 3 Rewards from ranked teams. For example, if you obtain Gold in Ranked 3s, you will get the icon and border to show in all game modes.

you get all rewards yes, but I'm pretty sure the border is connected to the game mode where you reached the specific league?
