This is a scam.

He is not paypal verified.
He's paypal email address did not exist. (emails bounce)
He asks for payment in PSN key vouchers then claim's there was a problem with it.

Then 'tech support - the same guy' contacts you and tells you they fired the support person who you dealt with and then does not offer you a refund but instead attempts to bait for another voucher at double the isk.

Ignore he's positive ratings. Stay away.
