For which champions are double pen runes perfect?

Which ones?
There are reds and quints.

For kennen both reds and quints are strong together with flat ap blues and often 2x lifesteal quints.

Nidalee, Singed, Annie, Cho, Eve, Fizz, Lulu, Nid, Ori, Nunu, Shyvana, rammus, teemo for example.

Not sure about voli, ww, xin, yorick, alistar, aatrox, skarner, ...

also, kennen, nida, in some matchups ahri, singed if you do the backfling aa trick, fizz, teemo

I would also say Ryze (same as Annie)

apc with "autoattack-abilities": diana, orianna, fizz
adc with magic dmg: ezreal, corki, kog'maw

Yes. I play jax since a few months with hybrid pen, and its way better than ad/armorpen/armor runes in reds and quints
