You can boot your iPhone 4 tethered with OpenSn0w.
But MobileSubstrate Cydia don't function.
You must boot a ramdisk and then you can install apt. :D
With apt you can install packets.
You can install deb packets with mobileterminal or with a ssh connection, also.
But the most tweaks need MobileSubstrate to manipulation the iOS system.

German pages and the twitter page of planetbeing say that they have found all parts to be able to jailbreac new apple devices but they need more time to publish it, because they don't think it's already secure enough.
Maybe they wait for ios 7.1 but i don't know :o
