singed still viable?

my question is: is singed in top lane still viable?

if yes who are his hardest counters and who will he rip apart?

singed is broken as hell.

play elise, jayce, nida. all ranged laners couner him.

nah if you know how to play dinged hes still good.
Maybe when you have to play against range you have a hard early but you rock lategame :)
