Skill Cool Down

i have been playing around with skill hacking got it to work really well but im trying to change to cooldown i got it so that it always says 1 second cool down on certain skills but u still have to wait even tho it says its ready to go again is cool down timer server side?

mbe change cooldown to 0,i quess that will make u able to cast certain skill few times in row,but(how i know)there isnt pefrfect skill hack wich will alow u to cast constantly same skill without breaks,you will always have to wait (after certain numbers of casts) the original cooldown befor u could be able to recast it....i think ?
