I wouldn't suggest you to start a server because you don't even know the basic things.
Also,follow the tutorials out there,they're really helpful.
About your screen:The tutorials explain you what to check and what to not.

If you really insist,check Application Development.

Is that supposed to be an ordinary webpage or iis related?
If iis related then it should be like :
