Transferring within 180 day limit

I heard of a few ppl that have been able to transfer again even though they've already transferred, and are supposed to wait 6 months. Somebody told me something about reincarnating, changing gender and then deleting and restoring character to do this. Does anybody have any other specifics on how to do this
